The Admiralty inform me that when the Aliens Restriction (amendment) bill was under discussion in the House of Commons on 29th April, 1919, Mr. Boner Law stated, "the colonies and protectorates will be invited to adopt the general principles of any legislation which may be adopted at home so far as it is suitable to their

circumstances".

2. Section 12 of the Aliens Restriction (Amendment) Act 1919, states, "no former enemy alien ehall be employed or shall act as Master, Officer or Member of the Crew of a British ship registered in the United Kingdom".

3. I am accordingly of opinion that ex-enemy aliens should not be employed in British ships registered at Hong-

kong.
